When one evaluation isn't the answer

A senior executive, on the project, for the duration

Some projects don't have a single critical dispute. They have a dispute-generating structure: multi-year duration, parties who have never worked together, technology nobody has built before. An ENE resolves the claim in front of you. It does not change what produces the next one.

The standing Project Neutral® is a senior, independent construction executive embedded with the project, monitoring continuously and resolving disputes while they are still cheap to solve. Present every week, current on the record, and trusted by every party, because the structure of the engagement gives no party a reason to doubt it.

The stakeholder parties retain the firm jointly, and the Neutral serves all parties equally and none individually. On a multi-year engagement that structure matters even more than it does in a three-week evaluation.

What the Neutral watches

Schedule. The critical path and float consumption, milestone slippage, long-lead and off-site fabrication, agency review durations, and stacked liquidated-damages exposure at intermediate milestones.

Budget. The full budget including soft costs, the cost-loaded schedule, actual against planned, and the signature watch item: "potential," "likely," "future," "submarine," "disputed," and "unsubmitted" change order requests. These can be enormous.

Quality. The difference between quality assurance systems and quality control practice, NCR status, and milestones treated as the project's natural quality gates.

Safety. The safety program, lost-workday injuries, the Experience Modification Rating of every contractor on site, and whether near misses are being reported.

Submarine change orders. The change order nobody has submitted yet is still on your project, accumulating cost below the waterline. Surfacing them early is most of what monitoring is for.

Each month, parties receive a status report on each of the four dimensions, green, amber, or red, with the factual basis for every rating. Milestone status. Top risks, scored and showing movement since last month. Open items with owners and dates. Escalations with their current stage.

A Project Neutral® embedded in a project is passive by default. The Neutral attends progress meetings to observe, asks questions, and typically speaks for one to three minutes. The Neutral never expresses agreement or disagreement with any party's positions in these meetings.

In the first 30 days, they’ll do a 360-degree scan of the project: the record, a stakeholder map, and leadership interviews, ending in an Initial Assessment Report inside 30 days. Leadership needs the picture before it is perfect. The engagement runs through completion and closeout, with a one-year post-completion follow-up.
